KANDAHAR AIRFIELD, Afghanistan ? Soldiers from Task Force Wings competed in the 209th Aviation Support Battalion, 25th Combat Avn. Brigade, 25th Infantry Division Unit Movement Officer Rodeo, here, recently, to build skills necessary for a successful redeployment.

More than 87 Soldiers, divided into groups, represented different units in Task Force Wings.

1st Lt. William Haselberger, UH-60 MEDEVAC Black Hawk pilot, Company F, 5th Battalion, 159th Aviation Regiment, currently attached to the 25th Combat Aviation Brigade, writes down the weight of a humvee to be shipped back to the states as part of the 209th Aviation Support Battalion, 25th CAB Unit Movement Officer Rodeo Competition, part of pre-redeployment training, Aug. 15.

The rodeo gave the Soldiers the opportunity to ask questions of the same experts they will coordinate with during redeployment while also performing hands-on training.

?Our intent for this was to train the representatives on the procedures and logistics, so we can fix whatever issue we might have before we begin to redeploy,? said Staff Sgt. Julius Thomas, mobility noncommissioned officer in charge, 25th CAB, 25th ID. ?The Soldiers were motivated to do this training and were willing to learn.?

During the training event, movement experts from across Kandahar trained Soldiers in tasks, including the automated air load planning system, customs joint inspections and container inspections for sea worthiness.

Soldiers also learned how to properly label hazardous material for shipment and to weigh and mark vehicles.

Scenarios included weighing a humvee with a trailer and locating and completing all documents, labels and certificates for all equipment.

Soldiers also trained on the Transportation Coordinators-Automated Information for Movement System II, or TC-AIMS II, which the Army uses to manage equipment and personnel deploying in and out of theater.

?The training is very important,? Thomas said. ?Other brigades are moving at the same time we are trying to redeploy.

It is important to have this training that will allow for a smoother transition back home,? Thomas added.

After my long runs I inevitably have feet that hurt. The only thing that changes is the gravity of the pain. During my last race my dogs were screaming and when I got home I discovered I had five blood blisters- four under my toes! I?m sure you can imagine what my toenails look like now but I?ll save your eyes from that horror!

After that experience I know that pair of shoes is NOT suitable for my long runs, I thought they are fine because when running 6 miles or less they are fine. I?ll still keep them but only for shorter distances.

This weekend I finished my longest run with only one blister! I was wearing my favorite shoes- Newtons and realize I?ve put a lot of mileage on them and need a new pair before my marathon. I?ll need to wear them on a long run because again, no testing new shoes on race day!

I have to take care of my feet if I want to continue running. Generally I don?t do much to care for them after long runs and I realize I?ve been doing myself a disservice.?More than one person told me to soak ?my feet when they are sore but since I don?t have a nice basin it just didn?t happen. After I explained my predicament to my aunt, she said ?just use the baby tub, I know you have it!? She is very familiar with my pack rat ways and I indeed still have the baby tub from five years ago. Well, I pulled out the tub and soaked my feet today! It was amazing!

BOSTON (MarketWatch)?A growing number of investment firms, hoping to jump on the exchange-traded-fund band wagon, are launching actively managed ETFs.

In recent weeks, for instance, several large managers best known for their active management, including PIMCO, BlackRock, Fidelity Investments, and John Hancock, either plan to or have already launched funds that seek to give investors the best of both worlds?mostly low costs, intra-day trading and a chance to beat the indexes.

But do such funds belong in your portfolio? In a word, yes. But experts caution that you shouldn?t add actively managed ETFs to your mix without knowing full well the pros and cons of such funds.

Banks accelerate car loans

Banks and investors, still wary about lending to Americans for mortgages and almost everything else, are eagerly lending them money to buy cars, nourishing one of the few sectors of the consumer economy that is doing well.

First and foremost, investors need to understand that ETFs are a legal and regulatory structure that makes an investment strategy broadly accessible to investors,? said Stephen Horan, who is the head of university relations and private wealth at the CFA Institute. ?ETFs are not an investment strategy in and of themselves. Nor are they a separate asset class.?

Thus, said Horan, the pros and cons of actively managed ETFs mostly boil down to the pros and cons of active investing vs. passive investing and the pros and cons of ETFs vs. traditional mutual funds.

Active vs. passive

To be sure, the advantages of passive investing are well known, according to Horan. They include low management fees, low transaction costs, tax efficiency, predictable performance relative to a benchmark, and perhaps, superior performance relative to the average active manager, said Horan.

?Active management, by contrast, provides an opportunity for some investors to outperform a benchmark even if the data suggest that the odds are against them,? said Horan

Management fees and transactions costs for active investing, meanwhile, are about the same for ETFs and mutual funds, said Horan.

Others, however, say there can be a cost difference. ?Many of these ETFs have reasonable expense ratios, but some are more expensive than their open-ended mutual fund counterparts,? said David Zuckerman, a principal and chief investment officer with Zuckerman Capital Management.

Consider, for example, the total return strategy funds managed by Bill Gross at PIMCO. The Total Return ETF (NAR:BOND) ?charges 0.55% in expenses, while the institutional share class of PIMCO Total Return (MFD:PTTRX) ?charges only 0.46%, Zuckerman said.

Mutual fund vs. ETF

According to Horan, traditional mutual funds and ETFs are similar structures. ?The most notable differences are the ability of ETF investors to trade intraday at market prices rather than only at the end of the day at net asset value or NAV and the tax-efficiency associated with the ETF share creation and redemption process,? Horan said.

For long-term investing, however, the ability to trade intraday is not that valuable, said Horan. ?Some folks, for example Jack Bogle, argue that simply the temptation to trade during the day is negative attribute of ETFs,? Horan said. ?Others argue that the added flexibility cannot make investors worse off. It boils down to how important one believes the behavior biases are.?

For his part, Zuckerman agrees that being able to trade an ETF intra-day may not be in an investor?s best interest. ?Ironically one of the biggest pros of actively managed ETFs?the fact that they trade on exchanges throughout the day?can also be one of the biggest cons of actively managed ETFs,? said Zuckerman.

According to Zuckerman, research has shown that ETF investors tend to trade much more frequently than investors in similar open-ended mutual funds, and studies have shown that high portfolio turnover hurts returns. ?So while some investors may like the ability to trade actively managed ETFs throughout the day, research suggests that most investors will fare better in a traditional open-ended mutual fund if it uses the same strategy as an actively managed ETF,? said Zuckerman. ?The traditional open-ended mutual fund structure is more conducive to taking a long-term view of an investment strategy when compared with actively managed ETFs that trade on exchanges throughout the day.?

The second important distinction between ETFs and mutual funds, tax efficiency for example, relates to the active vs. passive decision, said Horan. ?Because passive investing is already a tax-efficient investment strategy, the additional tax benefit of the ETF structure is somewhat modest,? Horan said. ?In theory, the ETF share creation and redemption process should have more benefits for active investing, which is characterized by higher turnover and higher capital gains recognition. Interestingly, however, few of the new actively managed funds seem to focus on tax efficient portfolio management.?

Active ETFs vs. passive ETFs

According to Zuckerman, one of the biggest downsides to actively managed ETFs is that, just like passively managed ETFs, they can deviate from intraday indicate value. ?Exchanges publish estimates of intraday indicative value so that investors can determine if an ETF?s price is consistent with the current value of underlying holdings,? said Zuckerman. ?Actively managed ETFs can trade at a premium to intraday indicative value, which is a risk that investors in actively managed ETFs need to manage. With an open-ended mutual fund, there is no deviation from NAV, which is published after each trading day.?

Indeed, some say actively managed ETFs might not be as transparent at passive ETFs. But Jim Wiandt, the founder and CEO of IndexUniverse views that as a non-issue. ?I think that has been the big issue,? said Wiandt. ?Everyone holds up the transparency issue and SEC to blame, but I think that?s a red herring. I absolutely think where there?s a will there?s a way, here and the Securities and Exchange Commission will ultimately be amenable to anything that improves the investor experience. And actively managed ETFs are likely to do so.?

Said Wiandt: ?If I?m an investor, I?ll always take more options. And the tax efficiency, lower overhead and hopefully increased transparency are all benefits that would pertain to an actively managed ETF the same way they do to index ETFs.?

AMMAN, Jordan (AP) ? A Jordanian militant leader linked to al-Qaida has warned that his extremist group will launch "deadly attacks" in neighboring Syria to topple President Bashar Assad.

Mohammad al-Shalabi, better known as Abu Sayyaf, says the attacks are in response to "crimes" committed by Assad's ruling Alawite minority against the majority Sunni Muslims in Syria. He was addressing a protest outside the Jordanian prime minister's office in the capital Amman on Sunday.

AMMAN, Jordan (AP) ? Syria lashed out at France on Sunday for backing the rebels seeking to overthrow President Bashar Assad, saying Paris' growing support for the opposition does nothing but undermine the mission of the new U.N. envoy tasked with brokering a diplomatic solution to the conflict.

France, Syria's one-time colonial ruler, has been one of the most outspoken Western critics of the Assad regime, and announced earlier this month that it has begun sending direct aid and money to five rebel-held Syrian cities as part of its intensified efforts to weaken Assad. It was the first such move by a Western power amid mounting calls for the international community to do more to prevent bloodshed.

Syrian Foreign Ministry spokesman Jihad Makdessi accused France on Sunday of suffering from "schizophrenia" in its approach to the country's conflict.

"On the one hand, it supports Brahimi's mission, while at the same time it makes statements demonstrating that it supports the militarization of the crisis in Syria," Makdessi told The Associated Press.

French officials have acknowledged providing communications and other non-lethal equipment to Syrian rebel forces, but say they won't provide weapons without international agreement. France played a leading role in the international campaign against Libya's dictator Moammar Gadhafi last year.

The Syrian conflict has its roots in mostly peaceful street protests that started in March last year. It has since morphed into a civil war, with at least 20,000 people killed so far, according to rights activists.

Diplomatic efforts to solve the seemingly intractable conflict have failed so far. A peace plan by former U.N. Secretary-General Kofi Annan never got off the ground and Annan quit his post as special U.N. envoy. He was replaced on Sept. 1 by Lakhdar Brahimi, a 78-year-old former Algerian foreign minister.

Makdessi said Sunday that Syria is "fully committed to cooperating with Brahimi," adding that "the only way to make Brahimi's mission a success is the cooperation of all parties to enable him to bring about calmness and then the political process."

The Assad regime made similar public statements of cooperation when it signed on to Annan's peace plan, only to frequently ignore or outright violate its commitments by refusing to pull its troops out of cities and cease its shelling of opposition areas.

Makdessi was implicitly referring to France and Arab countries, like Saudi Arabia and Qatar, which Damascus accuses of supporting the rebel Free Syrian Army fighting Assad's military onslaught.

Makdessi said the only way to end the Syrian conflict is a "cease-fire by all parties." He said Assad's army will pull out from the streets "once there is a political process as it is now in a state of self-defense and to protect the civilians."

Meanwhile, the Syrian Observatory for Human Rights ? a Britain-based monitoring group ? said fighting raged across Syria on Sunday, with at least eight reported killed and scores wounded.

It said an air raid on a residential district in the commercial capital of Aleppo in the north killed at least four people, wounded several more and flattened a residential building. The Free Syrian Army said the strikes came hours after rebels overran army barracks in the Hananu neighborhood.

Activists also reported clashes between government forces and rebels in a Palestinian refugee camp on the outskirts of the capital, Damascus, in the central city of Homs, in the northern city of Idlib and in the eastern city of Deir el-Zour.

The Observatory said the heaviest fighting was taking place in Homs, where two bombs exploded in a bus, killing and wounding several military officers and civilians. It did not elaborate.

The Syrian state news agency put the death toll in the explosion at four, including a woman. It said a roadside bomb struck the bus as it was traveling toward Damascus along the Mussyaf-Homs highway. It said the explosion wounded 35 people and left a large crater in the ground.

LiveSmart BC is offering free energy assessments to small business owners and several Elk Valley businesses have already taken advantage of the program, including the Fernie Visitor Centre, Elkford Visitor Centre, Nufloors, Ghostrider Trading Co., and the Snow Valley Motel.

Following a recent energy assessment at The Guides Hut, co-owners Beth and Mark Gallup have since replaced their refrigerator, switched incandescent bulbs to LED?s, and are more conscious of turning off lights and air conditioning when the store is closed.

?I thought the program was great and it was definitely beneficial,? said Beth Gallup. ?It makes you just focus on things you might not think of otherwise and it has definitely helped us out as far as our utility bills.?

LiveSmart BC Business Energy Advisor for the Kootenay Region, Marilyn Christensen, said the goal of the program is not only to help businesses save on energy and money, but also to make them aware of any rebate or incentive programs they?re eligible for through BC Hydro and Fortis BC.

Christensen remarked, ?It?s just a great opportunity that the government has provided this service for small businesses, because a lot of small businesses don?t have the time to do an assessment or have that info, so it?s a great opportunity to save energy and money.?
