German politicians say no leeway for Greece on reforms

BERLIN (Reuters) - Senior German politicians stepped up the pressure on Greece to stick to its reforms before the Greek prime minister visits Berlin this week and made clear that there was no appetite in the German parliament for a third aid package.

Greek leader Antonis Samaras, facing mounting social and political discontent at home, is expected to ask for a two-year extension to the deadline international lenders have set when he meets the leaders of Germany and France this week.

Greece, in its fifth year of recession, has fallen behind on its targets and will probably need to make 14 billion euros ($17 billion) in cuts rather than a previously expected 11.5 billion over the next two years to meet terms for international aid, according to Germany's Der Spiegel magazine.

But more than two years after Greece won its first bailout, patience is wearing thin in Germany, Greece's biggest lender, where Samaras meets Chancellor Angela Merkel on Friday.

"It is not responsible to throw money into a bottomless pit," Finance Minister Wolfgang Schaeuble said on Saturday at a government open day in Berlin.

Norbert Barthle and Michael Meister, both senior politicians in Merkel's Christian Democrat party (CDU), told Tagesspiegel's Monday edition that there would be no third aid package for Greece while Volker Kauder, head of the conservatives in parliament, said Greece must stick to what it had agreed.

Kauder told Spiegel that Athens, which has not achieved the budget cuts and privatizations it promised in March to secure a second, 130-billion euro bailout, must honor its agreements.

"There is no room for maneuver there, neither in terms of the time frame nor in terms of the substance because that would be another breach of the agreements," he was quoted as saying.

Kauder added that he saw little chance of a third aid package for Greece finding support in Germany's ruling coalition even though Greek insolvency would cost Germany dear: "There cannot always be new programs or moderated conditions. The Greeks must at some point answer the question: Are we going to make an effort or are we going to leave the euro?"

GERMANY: GREEK AID NOT NEGOTIABLE

But despite growing calls in Germany for a Greek exit, 45 of 64 economists polled by Reuters in August expect Greece to still be in the currency bloc in 12 months' time, compared with 35 of 64 economists in a similar poll in May.

The chairman of the euro finance ministers' group said on Saturday that Greece would not leave the euro zone unless the country "totally refuses" to fulfill any of its reform targets.

"It will not happen, unless Greece were to violate all requirements and not to stick to any agreement," Eurogroup President Jean-Claude Juncker was quoted as saying in Austria's Tiroler Tageszeitung newspaper.

European Energy Commissioner Guenther Oettinger said the euro zone should keep Greece on board if at all possible and warned against the unknown consequences of a Greek exit in an interview with Germany's Frankfurter Allgemeine Sonntagszeitung.

But resistance to giving Athens any leeway extends to the Free Democrats (FDP), the junior partner in Merkel's coalition.

FDP General Secretary Patrick Doering said in an advance copy of an article due to appear in Tagesspiegel on Monday that the basis for aid was "the second aid package and the conditions to which Greece has committed itself. That is not negotiable."

That will disappoint Athens, where finance ministry officials have calculated that the country's debt would be more sustainable if it had two more years to cut its budget deficit, according to a Greek newspaper. Recession is increasing Greece's debt burden relative to its shrinking economy.

Economy Minister and FDP leader Philipp Roesler, who caused a stir last month by saying a Greek euro zone exit had lost "its fear factor", also warned against easing Greece's saving targets: "Those who don't stick to the rules and the promises made cannot expect financial help," he told Spiegel Online.

German Foreign Minister Guido Westerwelle urged more solidarity with the Greek people but told Tagesspiegel's Sunday edition that Germany would not consider easing agreed reforms "in their substance", calling on the Greek government to "take the German government's position very seriously".

Inspectors from the International Monetary Fund, the European Commission and the European Central Bank - known as the troika - are due back in Greece in September.

FORK UNION ??The legend began to branch out and branch out quickly. A pair of track shoes barely touched a strip of turf for a few blinks of the eye and it was like a wild fire mixed with a game of telephone.

?It spread everywhere,? said Fork Union receiver Austin Stone . ?There was somebody who was at the camp and he?s really into UVa. He went there and then he heard about it, and then he heard that he?s coming to Fork Union. And then he called my dad and my dad told me.

Dashing onto the scene

Prior to July 21, Malcolm Cook had never Googled his own name. He was a talented football player who spent three years at Armstrong High School in Richmond performing every task sans team bus operator. He ran, he threw, he tackled, he returned kicks, he picked off passes. And it was all for a squad that managed one win in 2011, three in 2010 and one in 2009.

Cook had the raw ability and makeup to garner big-time recruiting attention, but it wasn?t easy playing for a team routinely on the wrong end of lopsided results.

?Tough isn?t the word,? Cook said. ?It was hard. I tried to play my game, but it was hard when you?re losing like 63-14, 72-12 and you?re the only person scoring and you?re getting banged up. And you get on the bus and they?re still laughing.?

Those times made Cook return to a four-word phrase authored by many, but repeated by his mother.

?She used to always tell me, ?Your time will come,?? he said.

On a steamy summer afternoon in Charlottesville, the moment arrived. It was July 21, Virginia?s final one-day camp for rising high school juniors and seniors.

Cavalier defensive coordinator Jim Reid, who had kept Cook on his recruiting radar since he was a sophomore, was present. As was head coach Mike London.

Cook?s show-off period was to come in the 40-yard dash. This was where he could flash his natural skill.

He was prepared.

?I had track shoes and I was ready,? he said. ?I had come another year and had a disappointing 40 in which I slipped. I had punished myself that whole year. I was telling Coach Reid, ?This year I?m going to have a better 40.??

A deep breath and a quick burst later, he was right.

?I knew I had a good time once Coach Reid said, ?Now, that?s how you run,?? he said.

Cook blitzed in at a reported 4.40 seconds.

?A coach looked at me and held up two fours, and I was like, ?Yes! I knew I had it!?

First came the eye-popping 40, then came the offer.

?Coach Reid pulled me to the side and was talking to me and everything,? Cook said. ?He said, ?I told you your time would come.? And then Coach London was over there and was like, ?We?re going to offer you a full scholarship.??

And like that, Cook, a 6-foot-1, 196-pound safety, became Virginia?s 16th commitment for the 2013 class.

The Internet was buzzing. Calls, texts and tweets were being made.

Cook could Google himself now.

?Somebody called me and said, ?Malcolm, you know you?re ranked 22nd in the nation at safety??? Cook said. ?And I?m like, ?Huh? Don?t you call me lying like that.? And then I searched my name for the first time and I was like, ?Wow!?

?My overall ranking was 89 and I was 26th in the country at safety, and I was 17th in the state, overall.

?I think I really kind of took off.?

The next step

Cook sat at a square table across from a reporter in a gathering area outside a large gym. Patiently waiting his turn was a quarterback headed to Penn State. A future Eastern Michigan receiver had already interviewed.

Enclosed in a glass case to Cook?s right were shelves full of busts honoring legends of the program, among them Eddie George and Vinny Testaverde.

This is Cook?s home now. His pre-UVa stomping grounds rest some 30 miles south of Charlottesville.

For the 2012 season, he?s teaming up with Christian Hackenberg, Austin Stone and company at Fork Union Military Academy.

?This is going to do a lot to raise my level,? Cook said. ?I?ve never been around people who want it like I want it. Now I have people that want it like I want it.?

FUMA?s goal is to conquer a state championship. That?ll start Saturday when it takes on Hermitage as part of a nationally televised doubleheader at Oscar Smith High School.

?I want to win,? Cook said. ?Christian kept yelling about a ring and I saw one on the wall downstairs and I was like, ?God, I want one of those. I have to have one.?

?Every day we?re pushing to get that ring before I leave here.?

But there?s individual missions as well. FUMA coach Micky Sullivan is constantly fine-tuning Cook?s game to prepare it for life in the ACC.

?The guy makes you better coming off the bus just because of his athleticism,? Sullivan said. ?But his fundamentals aren?t real good. I hope I can say this, being in our program for a year is going to make him more fundamentally sound when he goes to Virginia than what he would have been if he hadn?t been here.

?He?s going to be a great athlete. He?s just got to learn. Little things like flipping your hips and how to drop your hips and come out of a break, things that you go over and over again.?

Pairing with an Elite 11 signal caller doesn?t hurt either. The 6-5, 220-pound Hackenberg sought Cook out after he performed at a Fork Union combine last year.

The two clicked during a camp trip to Penn State this summer and have returned to FUMA as roommates.

?Malcolm and I developed a relationship,? Hackenberg said. ?Being roommates, I look at him like a brother. He looks at me the same way. He?s a great player. A great add for this team. A great add for UVa. I wish he would have waited a little while for Penn State, but we?ll see where everything goes.

?He?s a great friend of mine. We?re sort of looking forward to this season.?

With his tremendous speed and developing ball skills, Cook might strike some fear into Hackenberg.

Could the Division I safety highlight a FUMA practice by picking off the Division I quarterback?

?It hasn?t happened yet,? the future Nittany Lion said with a laugh. ?He only talks about it.?

Of course, that could spark another legend.

High definition cameras, crisp audio and features such recording of video calls for future playback have dramatically improved accuracy of communications. Video phone handsets are now around cost parity with a lot of regular, non-video phones.

Large format video endpoints now provide video conferencing for any sized meeting room, from small offices to large boardroom multi-screen units, and at costs that any business can afford. ?The decision today is not about whether video is right for a business, but the right way to implement it. Hardware based or on-premise video is one approach, another is a cloud-based format. With the advancement of internet speeds, PC processor speeds, the quality of inbuilt cameras and microphones, and the boom in cloud storage, it is now possible to outsource video to hosted (cloud-based) provider and dramatically reduce the upfront hardware and staff IT costs.

Video has been with us for longer than you would think. Many technological roadblocks have been smashed to deliver video as we know it today. Without a doubt the industry is still evolving.

Oil slips to near $93 on rising US crude supplies

Oil prices slipped to near $93 a barrel Wednesday as an unexpected increase in oil supplies in the U.S. more than offset retail sales data showing Americans spending more.

By early afternoon in Europe, benchmark oil for September delivery was down 32 cents at $93.11 a barrel in electronic trading on the New York Mercantile Exchange. The contract rose 70 cents to end at $93.43 in New York on Tuesday.

In London, Brent crude was down 22 cents at $113.81 a barrel on the ICE Futures exchange. The contract has gained close to $8 this month.

The declines came despite government figures showing Americans increased their retail spending in July by the most in five months. A gain of 0.8 percent over June was four times greater than expectations and followed three straight monthly declines.

Traders were remaining cautious, however, after the American Petroleum Institute said crude stockpiles in the U.S. rose some 2.8 million barrels last week. Expectations were for a drop of 1.7 million, according to Natalie Rampono, a commodities analyst at ANZ Banking Group in Melbourne.

"It is a negative signal for demand," she said.

The stockpile report from the Energy Department's Energy Information Administration ? the market benchmark ? will be out later Wednesday.

Oil prices were also under pressure from a stronger dollar, which makes crude more expensive and a less appealing investment for traders using other currencies. The euro was down to $1.2279 on Wednesday from $1.2320 on Tuesday.

In other futures trading on the Nymex, gasoline fell marginally to $3.01 a gallon. Heating oil fell 0.5 cents to $3.029 a gallon. Natural gas fell 1.8 cents to $2.82 per 1,000 cubic feet.

Aide: Syrian PM's break months in planning

BEIRUT (AP) ? Syria's prime minister began planning his break from the regime two months ago when Bashar Assad offered him the post and an ultimatum: Take the job or die.

The full scope of Riad Hijab's carefully executed flight to the rebel side ? described by an aide who escaped with him to Jordan ? reverberated Monday through Syria's leadership. Hijab became the highest-ranking government official to defect, emboldening the opposition and raising fresh questions about the regime's ability to survive the civil war.

Although Assad has been hit by a string of embarrassing defections of military and political figures, they have yet to cause visible changes in the regime's abilities on the battlefield. The loss of high-profile government officials, however, suggests fissures are reaching deeper into the ruling system and could force Assad to retreat further behind a cadre of loyalists as fighting flares on several fronts.

"Every defection is another door closed for Assad and another one open for the rebels," said Mustafa Alani, an analyst at the Gulf Research Center based in Geneva. "It may not be the tipping point for the regime, but each breakaway is another crack."

Hijab and an entourage of family members were expected to head next to the Gulf state of Qatar, a key backer of the Syrian rebels, in a further sign of the regional brinksmanship and gambits over Assad's fate. Gulf states and Turkey have strongly backed the rebel forces while Assad has counted on support from a dwindling list of allies such as Iran and Russia.

Ahmad Kassim, a senior official with the rebel Free Syrian Army, initially said Hijab defected along with three other ministers, but later said only two other ministers had left. There has been no confirmation, however, from Syria or any other source on other ministers defecting.

Still, Hijab's defection alone is a humiliating blow for Assad after a string of generals and ambassadors has peeled away. Like nearly all prominent defectors so far, Hijab is a member of Syria's majority Sunnis ? the Muslim sect which forms the bedrock of the more than 17-month uprising.

His break suggests that elements of the Sunni elite ? long a pillar of Assad's rule ? could be growing uneasy with the relentless bloodshed and the hardline policies of Assad's minority Alawite community, which dominates the regime's inner circle. The Alawite sect is an offshoot of Shiite Islam.

In Washington, White House Press Secretary Jay Carney said "the Assad regime is crumbling from within" and predicted "Assad's days are numbered." Secretary of State Hillary Rodham Clinton is expected to arrive in Turkey later this week for meetings on Syria.

French Foreign Minister cited Hijab's break as evidence "of a regime that's losing support through its choice of armed violence" in a conflict that has claimed at least 19,000 lives. A statement from French President Francois Hollande said the country was dispatching military surgeons to the Syria-Jordan border, where more than 120,000 Syrian refugees have crossed since the conflict began.

The Syrian regime has suffered a series of setbacks over the past month that point to a loosening of its grip on the country.

Four of the president's top security aides were killed in a rebel bombing of state security headquarters in the capital Damascus on July 18, including the defense minister and Assad's brother in law. There has been a steady stream of high-level defections from diplomats to generals. And the regime has been unable to fully subdue rebel challenges in the two major cities, Damascus and Aleppo.

Just hours before word of the defection got out, Assad suffered another blow in his attempt to portray he is in control: A bomb ripped through the third floor of the state TV building in Damascus, wounding at least three employees and displaying the ability of rebels to strike in the heart of the capital.

But power remains closely held within Assad's inner circle and even posts such as the prime minister have limited clout. Hijab's departure will not immediately undercut the regime's ability to fight rebels in places such as Aleppo, Syria's largest city, which it has pounded with gunners and warplanes.

Hijab was long a loyalist of Assad's Baath party, rising through the ranks to become agriculture minister last year. After elections in June, Hijab was picked as the new prime minister. About that time, though, his loyalties began to shift and a plan to flee began to take shape, Hijab's spokesman, Mohammad Otari, told The Associated Press in Amman, Jordan.

"The criminal Assad pressed him to become a prime minister and left him no choice but to accept the position. He had told him: 'You either accept the position or get killed,'" said Otari, who told the AP that Hijab and his family planned to travel on from Amman to Qatar.

"The prime minister defected from the regime of killing, maiming and terrorism. He considers himself a soldier in the revolution," the aide said.

David Hartwell, a Mideast analyst at IHS Jane's think tank in London, said the months of reported preparation to defect opens the possibility that Hijab could have been in touch with rebels before his appointment as prime minister. He said that could "point to a serious breakdown in inner-regime security."

Syria's official SANA news agency said the Cabinet held an emergency session hours after a replacement was named for Hijab. Meanwhile, in a rebel base just near the Turkish border, fighters celebrated the news of Hijab's defection even as their forces faced withering attacks in Aleppo.

"If the people who are benefiting from the regime are defecting, then this shows that it is living its last days," a fighter who identified himself as Abu Ahmad told the AP by telephone from the northeastern Syrian town of Jarablous. "Every time our youth hear that an officer or an official defected, it boosts their morale."

George Sabra, a spokesman for the opposition Syrian National Council, said Hijab is a symbol of the state and added that he expected his desertion to usher in a chain of others.

"He has finally discovered that this regime is an enemy of its own people and is destined to fall, and he chose to join the ranks of those who defected before him," Sabra told AP. "This will trigger a chain of other defections by Syrian senior government and security officials," he added. "The Syrian regime is drowning, and this is the clearest sign yet."

Syria's rebels have grown increasingly bold and capable in recent months. In July, the rebels and Syrian regime forces fought intense battles for a week in Damascus in what was the opposition fighters' biggest challenge so far in the capital.

In a brazen daylight attack, rebels commandeered a bus and snatched 48 Iranians just outside Damascus on Saturday. Iran said those abducted were pilgrims who were visiting a shrine about 10 miles (six kilometers) south of Damascus and were on their way to the airport to return home.

But the captors claimed in a video broadcast Sunday that one of the captives was an officer of Iran's powerful Revolutionary Guards and that the 48 were on a "reconnaissance mission" for Assad's close allies in Tehran.

    Heart muscle cell grafts suppress arrhythmias after heart attacks in animal study

    ScienceDaily (Aug. 5, 2012) ? Researchers have made a major advance in efforts to regenerate damaged hearts. Grafts of human cardiac muscle cells, grown from embryonic stem cells, coupled electrically and contracted synchronously with host muscle following transplantation in guinea pig hearts.

    The grafts also reduced the incidence of arrhythmias (irregular heart rhythms) in a guinea pig model of myocardial infarction (commonly known as a heart attack).

    This finding from University of Washington-led research is reported in the Aug. 5 issue of Nature.

    The paper's senior author, Dr. Michael Laflamme, said, "These results provide strong evidence that human cardiac muscle cell grafts meet physiological criteria for true heart regeneration. This supports the continued development of human embryonic stem cell-based heart therapies for both mechanical and electrical repair of the heart."

    During a myocardial infarction the flow of oxygen-rich blood to the heart muscle is interrupted by formation of a clot, causing death of the down-stream heart muscle and its eventual replacement by scar tissue. This can cause mechanical problems with filling and emptying the heart, and it can also interfere with the electrical signals that pace the heartbeat.

    In this study, the guinea pigs' hearts had an injury to the left ventricle, the thick walled lower chamber in the heart that pumps oxygenated blood to the body. The injury left a scar and thinned the ventricle, which showed both reduced pump function and greater susceptibility to arrhythmias.

    Injured hearts that received the human cardiac muscle cell grafts showed partial re-muscularization of the scarred left ventricle.

    Consistent with previous studies, tests showed that the injured hearts with the human cardiac cell grafts had improved mechanical function.

    More surprisingly, these hearts showed fewer arrhythmias than did injured hearts without such grafts.

    "We showed a couple years ago that transplanting human embryonic stem cell-derived heart muscle cells improves the pumping activity of injured hearts," said Dr. Michael Laflamme, UW associate professor of pathology and a member of the UW Center for Cardiovascular Biology and the Institute for Stem Cell & Regenerative Medicine.

    "In this recent paper," he explained, "we show that the transplantation of these cells also reduces the incidence of arrhythmias [heart rhythm disturbances]."

    Laflamme and Dr. Charles E. Murry, UW professor of pathology, bioengineering and medicine, Division of Cardiology, were the senior authors of the paper. The lead authors were Drs. Yuji Shiba and Sarah Fernandes in the UW Department of Pathology. Shiba is also from the Department of Cardiovascular Medicine at Shinshu University in Japan.

    Because arrhythmias are a major cause of death in patients after a heart attack, Laflamme pointed out, this effect might be clinically useful if proven successful in large animal models as well.

    Scientists had been worried that transplanting heart muscle cells derived from embryonic stem cells would promote arrhythmias.

    "Instead, they suppress arrhythmias, at least in the guinea pig model," Laflamme and his team were pleased to discover.

    While Laflamme and Murry had previously shown that transplanting these types of cell grafts improved pump function in injured hearts, Laflamme noted that it had not been previously determined if the grafts actually coupled and fired synchronously with heart's original muscle.

    There was the possibility, he suggested, that they exerted their beneficial effects indirectly, perhaps by releasing signaling molecules, rather than by forming new force-generating units.

    "In our study, we discovered that the heart cell grafts do, in fact, couple to the guinea pig hearts," he said.

    The research team found the heart cell grafts electrically coupled in all of the normal, uninjured hearts into which they were transplanted, and in the majority of the injured hearts.

    The researchers were able to observe this coupling by transplanting human heart muscle cells that were genetically modified to flash every time they fired. By correlating this optical signal from the graft cells with the electrocardiogram -- electrical signals from the recipient heart -- the researchers were able to determine whether cell grafts were electrically coupled with the animal's heart.

    Could tougher voting laws squelch the youth vote?

    CHICAGO (AP) ? Gone are the days when young voters weren't taken seriously. In 2008, they helped propel Barack Obama into the Oval Office, supporting him by a 2-1 margin.

    But that higher profile also has landed them in the middle of the debate over some state laws that regulate voter registration and how people identify themselves at the polls.

    Since the last election, Pennsylvania, Kansas, Wisconsin and Texas and other states have tried to limit or ban the use of student IDs as voter identification. In Florida, lawmakers tried to limit "third party" organizations, including student groups, from registering new voters.

    Proponents of voter ID and registration laws say the laws are intended to combat voter fraud. The intent, they say, is to make sure people who are voting are who they say they are and have the right to vote.

    "In this day and age, nothing could be more rational than requiring a photo ID when voters come to the polls," Pennsylvania's senior deputy attorney general, Patrick Cawley, said recently when defending the state's new law in court.

    Others see these efforts as attempts to squelch the aspirations of the budding young voting bloc and other groups, and they're using that claim to try to get more young people fired up.

    "You think your vote doesn't matter? Then why are they trying so hard to take it away from you?" asks Heather Smith, president of Rock the Vote, a group that works to register young voters. "It does demonstrate the power they have."

    Smith notes that it's not just an issue for college students.

    She was teaching a civics class for graduating seniors at an inner-city high school in Philadelphia this spring and asked how many among them had driver's licenses that could be used, if the Pennsylvania law requiring a photo ID to vote were to survive the legal challenge.

    "They looked at me like I had two heads," she says. Only two students in the room of 200 raised a hand; few of the students had cars.

    These are the sort of stories that have led some students to get involved, particularly on college campuses.

    In Florida, Rock The Vote joined with the League of Women Voters to challenge restrictions on "third party" voter registration. A federal judge said last spring that many of the restrictions made it too difficult for legitimate voter registration organizations to do their work. During the fight, students at the University of Central Florida placed ironing boards around campus, a symbol that they were "pressing the issue."

    Now, while most college campuses are relatively quiet, some of those students have taken it upon themselves to register their peers during freshman orientation this summer.

    "We feel like it's up to us," says Anna Eskamani, a 22-year-old graduate student and a leader at the Florida school.

    In Pennsylvania, when lawmakers were proposing the voter ID law there, 22-year-old Adam Boyer was among students who asked them to reconsider an outright ban on the use of student IDs.

    "I'd like to think that the proponents of this law weren't trying to disenfranchise certain demographics. I hope it was an oversight on their part, and I think that was the case," says Boyer, a recent graduate of Penn State who plans to attend law school at Villanova this fall.

    Pennsylvania lawmakers decided to allow "valid" student IDs, meaning they had to have expiration dates. But most colleges and universities in Pennsylvania didn't have such dates on their IDs.

    So students and other groups that advocate for them have been working with universities in Pennsylvania and states such as Wisconsin to add them. A state judge struck down Wisconsin's voter ID law; that ruling is being appealed.

    New IDs at institutions such as Penn State, for instance, now have expiration dates. Returning students also can get an expiration sticker to put on their IDs, a common plan at schools that are addressing the ID issue.

    Joel Weidner, a Penn State official who helps oversee ID policy, says the school is most concerned about out-of-state students who might rely on a student ID to vote if they don't have a Pennsylvania driver's license. Of the 80,000 Penn State students on campuses statewide, he estimates that about 10,000 are from other states.

    But in many instances, returning students still have to be aware that they need the expiration sticker and know where to get one.

    "What we don't want to see is a school offering up a change to students but doing it quietly," says Dan Vicuna, staff attorney and campus vote project coordinator at the Fair Elections Legal Network in Washington. "We really hope it will be coupled with a real public awareness campaign."

    Voter ID and registration aren't the only voting issues on campuses.

    Long lines and a lack of polling places have been problems for students in past elections, particularly in 2008. So some universities are trying to get polling places on campus. Arizona State is among those that recently approached election officials and got one.

    In Ohio, student groups are working with county officials to lengthen early voting

    "Some have been more receptive to that than others," says Will Klatt, a recent graduate of Ohio University who is now a senior organizer for the Ohio Student Association.

    In Wisconsin, during a gubernatorial recall election in June, the League of Women Voters received 200 calls from students who said voting requirements caused confusion at the polls. Many, the league said, left without voting. The confusion, in that instance, was over a requirement that Wisconsin voters live in a precinct for 28 days to be eligible to vote there. That's a tricky requirement for students, who are often mobile in the summer months.

    Last year in Maine, groups such as the American Civil Liberties Union criticized Secretary of State Charlie Summers after he sent letters to out-of state students at four universities telling them they needed to register their vehicles in Maine and get driver's licenses there if they wanted to continue voting in the state. Some saw the move as voter intimidation and a violation of the Voting Rights Act, particularly because Summers found no evidence of voter fraud in an investigation that prompted the letters.

    Summers' spokeswoman said the secretary of state had consulted with the Maine attorney general and "acted in accordance with all state and federal laws."

    The U.S. Supreme Court has sided with students on this issue and their ability to vote where they attend school, even when they've come from another state.

    "So students should be registering in the communities that they feel are home ? whether that's their parents' home or their apartment or their dorm room," says Lee Rowland, counsel for the Democracy Program at the Brennan Center for Justice, a nonpartisan legal think tank in New York. "It is a constitutional right to vote."

    It's not uncommon for out-of-state students to vote where they think their vote has the most impact. So if they attend a school in a swing state, they often vote there. It also can simply just be a matter of convenience, and a way to avoid going through the process of getting an absentee ballot.

    Right now, Tennessee, Pennsylvania, Kansas, Indiana and Georgia are among states with voter ID requirements in place. Tennessee is the only state that bans use of any student ID. Others limit use to state institutions and/or require proof that the ID is valid, such as the expiration date.

    Wisconsin, Texas, South Carolina and Virginia are among states where voter ID laws are on hold due to legal challenges.

    But will young people vote in November in the same numbers as they did in 2008?

    Eskamani, the grad student in Florida, has noticed a lot of disillusionment among her peers over the economy and a political process they consider "anti-student."

    "They feel beaten down," says Eskamani. "Instead of more passionate, I think sometimes they feel more frustrated."

    Some think that frustration could fuel more involvement, especially as students return to campus this fall.

    "My hope is that (voter ID and other laws) backfire and that young people find out and are annoyed by it ? and that it motivates them more to get out and vote," says Tobin Van Ostern, policy manager for Campus Progress, a Washington-based group that works on voting rights and other issues relevant to students.

    If that happens, Eskamani tells her peers, "WE will determine who the next president of the United States is."
